The Pablo Larrain film “No” captures Chileans as they work to build voter turnout, through advertising, on an election that would have legitimized the Pinochet regime. Gael Garcia Bernal stars, but Americans involved in the effort are glimpsed in footage from the era — Jane Fonda, Richard Dreyfuss, even Christopher Reeve.
